Configmgr Client Error ccmsetup failed with Exit Code 1603 MSI Could not access network location %APPDATA%

Recently,I was troubleshooting configmgr 2012 client issue ,the installation keeps failing with error code :1603 (from ccmsetup.log) ,error says ,”Fatal error during installation”. in addition to this,I see something interesting about network access location %APPDATA%.
